Which countries offer second passport fastest?

I'm interested in obtaining a second passport and am looking for the most efficient routes available. Which countries offer citizenship by investment or other expedited pathways that lead to a second passport in the shortest amount of time? I'm trying to understand the typical processing periods and what the general requirements are for these accelerated programs.
